I am using Map 3d 2010 to create the DWF and running IMS 2012, maybe that is
the issue. I may try installing map 2012 and then exporting to see if it
helps.

I tried exporting the DWF from map and importing to studio, as well as
publishing the dwf directly into studio with the built-in map 2010 publish
utility.
