Ok, I've made the changes.

It turns out that MgLayer has connections with MgLayerGroup so therefore our
RuntimeMapGroup also has to be capable of being derived from. 

So RuntimeMapGroup creation has to also be a connection implementation
responsibility, so RuntimeMapGroup ctor is also no longer public and
CreateMapGroup() methods have been added to IMappingService, with default
implementations provided in PlatformConnectionBase, that all connection
providers derive from. This is the last change (I promise)
