Is this still relevant today?  I am running into similar issues (with a
Could not load file or assembly 'MapGuideDotNetApi' or one of its
dependencies. An attempt was made to load a program with an incorrect
format. error) and find it hard to believe that after all this time no one
has developed an alternative to manually signing the dlls.
