Sorry Mike, It's a theme based on the turkeyyellow mapguide. It's a
Jx.TabBox:

 tabbox1 = new Jx.TabBox({parent: splitter2.elements[0]});

    tab1 = new Jx.Button.Tab({
        label: OpenLayers.i18n('taskPaneTitle'),
        contentId: 'TaskPane'});
