Yes the OGR provider works with V7 DGNs only (export / convert required DGNs
to V7 Format) and it reads various properties from the DGN Entity DBLink
etc.

I started using the OGR DGN capabilities but found it easier to write my own
export to SQL script, gave me more control over the creation of feature
geometry etc.
