There are many ways to program this:

1. See the Markup Applciation here
(http://trac.osgeo.org/mapguide/wiki/CodeSamples/PHP/GeneralTasks) that
writes directly to a SHP file using the MapGuide API.

2. Write to a spatial database with SQL insert statements (love this one -
been doing read-write with mapguide since MapGuide 2.5)
