[mapguide-users] Layer Rule not Rendering at Assigned Layer

I have 5 rules set up that colour code symbols based on a property. Maximum
scale for the layer is set to 13200, but for some reason I have to set the
scale to 510 to see them. If I blank out the rule though (e.g. change "Load
> 10" to " ") I can see the change at 13200 though. Anyone know what might
be wrong?
