No you cannot contain the extents of the map. The Map Definition extents only
define the initial view. You can show the area of Sheboygan, Wisconsin, USA
and nothing would stop the user from panning all the way to Melbourne,
Australia.

What you can do is set a hyperlink on your national park feature or other
relevant features to the AJAX viewer URL for a Web Layout for that
particular area. Of course such a setup requires the Web Layout exist as an
attribute or can be derived from some attribute via FDO expressions.
