Do you have the following translated text bundles?

/usr/local/mapguideopensource-2.2.0/webserverextensions/www/localized/fr
/usr/local/mapguideopensource-2.2.0/webserverextensions/www/mapagent/resources/mapguide_fr.res
/usr/local/mapguideopensource-2.2.0/server/resources/mapguide_fr.res (same
copy as above)

Also when launching the AJAX viewer, are you appending LOCALE=fr to your
initial URL? Also have you changed the DefaultMessageLocale from "en" to
"fr" in serverconfig.ini and webconfig.ini
