For those out there using MGE2011, I found a solution. Autodesk shipped
MGE2011 with FDO binaries not compiled for windows server 2003. I removed
several FDO providers from the providers.xml and restarted the MGE server (I
kept the Oracle, MS SQL and Raster providers only) and it worked. I can now
see those providers in Mapguide Studio. The SHP FDO provider doesn't work.
