[mapguide-users] tooltip flyout doesn't appear on mouseover

Hi,

There is a odd issue with the MGE fusion layout where if a user moves their
cursor over a button in the toolbar, the tooltip does not appear.  If you
move your mouse ever so slightly to the left of the button image, the cursor
icon changes to a pointer finger hand and the tooltip appears.  It seems
that any images that are in the toolbar menu are over top of the element
that displays the tooltip.

We're using the fusion Aqua template.
