Hmm, it seems that even though the DLLs for 64 bit were built with .NET 4,
you have to use the lower version for the mapguide virtual directory in IIS
or it will have weird permissions issues.  

Just change this in the AppPool for MapGuide and ensure the .NET Framework
is v 2.0.  

That fixes everything.
