In framesettaskbar.templ the "mainappFrame" frameset has a cols attribute
with a %s

This is set to 0 if the Task Pane is disabled in the Web Layout (ie. The
frame containing the task pane will have a width of 0).

I suppose you could bake in some javascript logic to expand this frame when
the command is executed. There's javascript functions for that
(OpenTaskBar() and CloseTaskBar() in mainframe.templ)
