Just to follow up.  If I use
http://www.dynamicdrive.com/dynamicindex8/dhtmlwindow.htm  dhtml window with
AJAX mapguide, I get the same issue (I think jQuery too).

What I am seeing:

Grab and drag the dialog box (i.e. jx.Dialog) across the screen
When it is over the map area (i.e. mapFrame), it stalls and battles with the
map for panning
the dialog box drags fine anywhere else (i.e. over the properties and
legend)

I know the jx.Dialog is implemented with AJAX for the QuickPlot, but you
can't test the drag-ablility because it is not movable.
