The simplest way would be to have a top-level boolean variable in
ajaxmappane.templ

Then find all functions where a QUERYMAPFEATURES request is sent and have
them only send that request if this variable is true.

Then when you detect a dialog drag has started, turn this variable off (thus
suppressing all tooltip queries) and turn it back on when dialog drag has
finished.
