The resource id of the Map Definition factors into the physical path on the
server where the rendered tiles are stored in, so having a session-based Map
Definition with tiled maps is somewhat meaningless as subsequent
session-based Map Definitions will resolve to different physical paths for
the tile cache.

What wrong (or what's stopping you) from adding layers to your runtime map
after loading the WebLayout?
