The error I was getting in the Event Viewer in Windows said the following:
The Apache service named  reported the following error:
>>> [Thu Jul 12 15:43:33 2012] [notice] Disabled use of AcceptEx() WinSock2
>>> API     .

I commented out the Win32DisableAcceptEx and now the server runs skookum.
