[mapguide-users] GDAL provider dlls

You must have a stale GDAL provider dll from an older installation.

GRFPProvider.dll and any other FDO dll that's linked against GDAL uses GDAL
1.9 and links against gdal19.dll. 

It's been this way since 2.4 beta 1 (2.4.0.6757)
