[mapguide-users] Fusion password login not working

I have set permissions within Studio to have a fusion site password
protected.  When I run the site, the site does not show the password
dialogue window and the map does not load.

The site runs fine if the access is set to everyone.  I have other sites
running the basic layouts with password protection with no issues.

MGOS 2.2 on Windows Server 2008, IIS 6.
