The problem is that the english strings are "compiled" into the
fusionSF-compressed.js

To have your spanish strings recognised, you have to do a subversion
checkout of the fusion source.

The source for fusion can be found here: http://trac.osgeo.org/fusion/

Drop your string bundles into the "text" folder, then build a new
fusionSF-compressed.js with Apache ant. This one will include your spanish
strings, which will be picked up if you pass in locale=es

For actual localization of the Application Definition document, you can use
Maestro's translate function to do that.
