Really, you don't want to see the USA prior to seeing the UK?
Since the OpenLayers loads the background layer first and then sets the map
extent second, this is hard to avoid. You could hide the entire map area
behind a div until the map loads completely using the FUSION api. (maybe
the Fusion.Event.FUSION_INITIALIZED)

ps. Otherwise, stick in the Bing or OSM as a WMS - with the added bonus that
you can zoom in beyond 1:1,200 and print and view in Basic Web Layout and
see it in the legend.
