If you're talking about labels of layers in the Legend, you would have to
manually translate the legend labels of  the layers and groups in your Map
Definition. Map Definitions (and any other resource for that matter) are not
locale-aware.

If you're talking about rendered labels in the map image resembling
something like hieroglyphs, it's most likely that MapGuide couldn't find the
correct font to render the labels with.
