Yes, you need to save the DWG prior to exporting to MapGuide.

Also, you find that any layers that use the "Autodesk FDO Provider for…"
will not work.  This included Raster since Open Source Raster uses GDAL not
the Autodesk on.

So when publishing to MG2.4 from Map 3D, only publish maps where the data
source is:
OSGEO FDO Provider for….

DWG won't work - DWG doesn't care for Open Source.
