[mapguide-users] patch for Ticket #743 / png8 transparency

For those who want to try out this patch, I've attached MgRenderers.dll built
with this patch applied for 32-bit and 64-bit

Drop into your MGOS 2.4 RC2 installation and overwrite the existing
MgRenderers.dll
