[mapguide-users] MapGuide Measrue Tool - Start and Stop function

There are localized strings in fusion\text\en and probably
fusion\text\en.json that you also need to copy across. You'll probably then
have to cycle your web server or IIS application pool so PHP can pick up
these new strings.
