Sorry, my last post was confusing.  I was having a momentary lapse of reason. 
Confirming...GDAL is to Raster as OGR is to Vector.  

I am trying (successfully!!!) to use geospatial PDFs as a raster source.  I
indeed was able to swap the gdal19.dll file with that of
release-1600-gdal-1-9-2-mapserver-6-2-0.  Also, if it isn't apparent, you
have to make sure that you also add and exchange all of the related dll's
(run dependency walker to determine which ones).  I also exchanged all the
dll's in the bin/gdalplugins folder.
