I think it would be good to have a better layer order in the legend. Why
layers in folders should be always first in the legend ? Have You try to
change layers order after adding folders ?

What is more the structure of layers during map building  in Maestro is
upside down referring to legend in the map !

So the last in the Maestro list should be the first in the legend
If You use drag and drop to put layer beneath the folder  (to be the first
in a legend),

 it always will be put to folder
