For my two cents worth:

* I completely agree with the changes (didn't have the technical knowledge
to propose a solution like you did, but I've also found that leaving an
inactive widget in the task pane was a potential source of confusion for
users).

* However, these changes sound a little too big for inclusion at 2.5 RC to
me. I would personally prefer to defer these changes to 2.6.
