Perhaps you want to group layers?  

In a Map Definition, you can group layers, so the users can easily toggle
the visibilty of a number of layers with a single click, or toggle any of
the layers within that group.  In a Map Definition you can also define what
layers should be visible in the legend.

If this doesn't accomplish what you are trying to do, please be more
specific.
