1 go to control panel of windows, 
2 then to program and functions, 
3 and then to config functions of IIS:
4  check the IIS 6 admin compatibility and almost every items of IIS
   ....

now you can try install MG3.0 again. It should be OK.

I faced to the same problem, and succeeded by doing above steps.
