[mapguide-users] Change Legend Title

Under fusion/text, there are two files named:

 * en
 * en.json

These are your string bundles.

Rename both to es and es.json and translate all the strings inside from
English to Spanish.

I'm pretty sure that the key 'legendTitle' in en.json is what's used for the
floating window.

To get Fusion to use these strings, pass in locale=es in your viewer query
string, which Fusion should pick up and will use your es/es.json strings.
