Turns out there's actually an AddWMSLayer widget

But there is no widgetinfo XML file for it so it would never show up in the
list of available widgets to add to a Fusion flexible layout.

You could create the missing widgetinfo XML file, put it under
widgets/widgetinfo and see what it does. I have no idea what it can/can't
do.
