[mapguide-users] Pan & Zoom as one instrument, just like Google Maps do

Hello,
My map users feels confused by clicking between "Select" and "Pan" on
toolbar all the time.
They are expect Google Maps (and may be all other web maps) behavior -
"Select" and "Pan" as a single instrument. Actually thats much more
user-friendly isnt it?
So how can i to "combine" "Select" and "Pan" instruments in MapGuide ?

MapGuide 3.1.2 x64 (IIS) on Windows 2012 x64
