[mapguide-users] React layout: external layer manager

External Layer Manager is a component:

Such components are accessible by using an InvokeURL command with the
"component://" URI for the URL.

In this case, set up an InvokeURL command to "component://AddManageLayers"
in your Flexible Layout document.
