You have to right click on the « MapGuide…exe » file

 

How to avoid the  <https://www.advancedinstaller.com/prevent-smartscreen-from-appearing.html> "Windows Defender SmartScreen prevented an unrecognized app from starting" warning (advancedinstaller.com)

Unfortunately, that option isn't available.
