The AJAX viewer should display a progress bar similar to the small blue bar in the DWF viewer while it is waiting for a map to load.

The rendering of a map image can be very slow when the map contains layers with a lot of features at the current scale.
When that happens the viewer seems hung as there is no visual feedback that anything is in progress. This is mostly true for the initial loading of the map. After that, during pans and zooms, the user realizes that the map is simply slow to render. But the reaction to the initial loading might be to refresh the browser.
The problem is not so acute with a tiled map as tiles are generally loading faster than the map overlay. Because the user sees tiles coming in progressively there is no need for a progress bar. The progress bar should appear for non-tiled maps.
