1) Better synchronization of entries in the cache
2) Returns an uncached FDO connection if the cache is full and all entries in the cache are in use, otherwise removes an unused entry in the cache and caches the new FDO connection
3) Properly removes entries from the cache if a resource is being deleted and it is not in use. If the resouce to be deleted is in use a ResourceBusyException is returned.
