Updated the class to simply store a vector of strings.

Also cleaned up other classes in Services/Data.

There were bugs in IntCollection::ValidateIndex.  It wouldn't check for a negative index, and it also accepted the case of an index equal to the size of the array.

Fixed a bug in the GetSpatialContext HTTP web tier unit test.  The test was not including the required ACTIVEONLY parameter as part of the request.
