  Note that this submission will set the locale of the server to the "C" locale. Previously, the locale of the server was set to the operating system's default locale.
- Steps to Reproduce set to new value
  On an OS that uses "," as the decimal point (I used French), 

1) Create a point layer and style it as a unfilled circle of size 5mm.
2) Copy the point layer created in 1 but this time style it as a circle of size 1mm.
3) Create a map that contains the two layers.

The small points should be in the center of the larger points, but they are at the lower left.  So the insertion points of the symbols are being interpreted as (0,0) when they should be (0.5, 0.5).
