In the web layout, specify a scale and a center. I used the following values

  scale: 23123
  Center x: 1899433 y: 452411

Open the web layout in a browser with ajaxviewer.jsp, the map doesn't appear. Open the same web layout with ajaxviewer.php or ajaxviewer.aspx, the map appears fine.
