The Windows RC files need a couple of updates:

1/ The Company field has been changed to:
"Open Source Geospatial Foundation"

2/ A number of server projects were missing RC files:
- CoordinateSystem
- GwsCommon
- GwsQueryEngine

3/ Many web extensions projects were also missing RC files:
- DotNetUnmanagedApi
- FastCgiAgent
- HttpHandler
- JavaApi
- PhpApi
- WebApp

4/ For the DotNetApi project, I added an AssemblyInfo.cs file

5/ I also noticed that the Makefile for DotNetApi would delete Mg*.cs when doing a clean, which means one of the files it would delete is MgLocalizer.cs.  This file is not generated and should not be deleted.  I therefore renamed it to Localizer.cs.
