The argument list in the formatting of the search UI template contained an extra parameter (obsolete), which prevented the match limit setting to be correctly included in the resulting HTML page. The ASP.NET implementation also referenced this obsolete parameter, but did not use it. I just removed the unused reference from the script.

Unrelated to this defect fix: this submission also removes a TODO marker in the server file GwsResourceUtil.cpp. The TODO was a reminder to make sure that the LoadStringW Win32 API is thread safe, which I verified.
