  After creating a new layer, the save tool is not activated.
- Steps to Reproduce set to new value
  File->New->Layer.  Choose a location and a name for the new layer resource and click OK.  Click the '...' button under Settings to choose a feature source for the layer.   The title and entry in open resources turn red but the save button is not activated.
