step1. Launch MapGuide Studio.
step2. Create a new folder called DWF.
step3. Drag attached JPNLAYERNAME-model.dwf to DWF folder.
JPNLAYERNAME-model.dwf has the layers which name is double-byte charactersB
step4. Click Save and save the load procedure.
step5. Click Load Resources button.
step6. Expand DWF > Layers folder.
step7. Double-click JPNLAYERNAME-model.
step8. In the Drawing Data Setup area of the Layout Editor, click [...] button.

The enumeratelayers internally was retrieving an ascii string for the layer name. I tried to change the code to retrieve the unicode form of the string, and it fixes the exception problem. The characters still display as in the DWF viewer, but at least there's no exception.
