  - Create a layer with points.
- Set a large symbol as display style.
- Set a tooltip.  
- Try getting the tooltip by hovering over the symbol with the mouse.
- Artifact Status set to new value

  Tooltips only appear when the mouse is over the specific coordiate of a point object in the map and not when the mouse is over it's symbol making it very difficult for a user to view the tooltip for a point.

This happens in both viewers.
