Also, the surround for DWF viewer, which allows zooming in past 1:1, always display 1:1 in th status bar even when the scale is smaller.

  Open Sheboygan sample for AJAX viewer
Move the slider to the smallest scale
Select zoom in tool
click on map -> scale remains 1:1

Open Sheboygan sample for DWF viewer
Zoom in continously until the status bar displays scale 1:1.
Keep zooming in -> scale still displayed at 1:1 also the zoom succeeded.
