  When viewing a layer for a bitonal raster the DWF Viewer sometimes shows garbage.  It doesn't happen all time - just at certain zoom levels / screen widths.

It looks there's a logic error when process the raster.

  Create a raster layer pointing to a bitonal image, and view the layer (using Studio or create a map/web layout that references that layer).  Be sure to use DWF Viewer to view the layer.  Keep adjusting the window size until you see a garbage raster.
