Both the DWF viewer and the AJAX viewer currently hide a group when it has no children. A group can have children (layers or groups) but none of them are display at some point of time, either they are not visible at the current scale or because they have the ShowInLegend flag set to false. In that case we still need to display the containing group, so we can turn on/off the visibility in the map of the children.
- Steps to Reproduce set to new value
Create a map with one group and one layer in this group.
Set the layer's flag ShowInLegend to false.
Open a web layout using this map.
==> The legend control is empty
The group should apper on display.
