1.  Modified "Manage Packages" page to use the computer name in the package resulting from a call to MakePackage only when it is available (it is not available on Apache).  In other cases, the server's Display Name is used.
2.  Modified "Manage Packages" page to handle ' marks in the Display Name when they are present.
3.  Modified function in serverdatafunctions.php which builds the package table to continue building the table when an exception is hit.
