- Steps to Reproduce set to new value
  1. Open a file AJAX viewer. (IE)
2. Place ja file into c:\Program Files\MapGuideOpenSource\WebServerExtensions\wwl\localized.
3. Modify AJAX Viewer URL by add '&LOCALE=ja' at the end.
4. Viewer UI displays JPN charcters but some other strings are still in ENU such as 
a. Tasks (top right corder) (TASKS)
b. Right click menu from Layer pane. (REFRESH, EXPANDALL, COLLAPSEALL, etc)

Problem is reproducible with IE & Firefox.
